The ex-CFO of a Kentucky health care company has filed a suit claiming her former employer attempted to coerce her to commit fraud.

In a Jan. 23 complaint filed in Kentucky’s Floyd Circuit Court, Rebeckah Hall alleged that Mountain Comprehensive Care Center directed her to bill for services under a federally qualified health center designation “to increase revenue even when the services provided took place in a different location.” Such health centers receive federal funding to serve “medically underserved areas and populations,” according to healthcare.gov.

Hall’s suit also claims that CEO Promod Bishnoi directed her to “refrain from engaging Medicaid/Medicare for inquiries or clarification” about charges identified by the CEO as billable.

The suit goes on to say that when Hall declined to submit fraudulent billing claims as directed, Mountain Comprehensive Care and its subsidiary Mountain Plus Services Inc. retaliated against her by placing her in a “hostile work environment” that ultimately led to her resignation on Dec. 5, 2025. The suit describes her quitting at the time as her being “constructively discharged” due to her work environment.

The complaint noted that Hall was a 26-year employee at Mountain Comprehensive Care.

“I filed a formal complaint to the Board of Directors reporting fraudulent billing activity that was requested by the CEO,” Hall wrote in her resignation letter. “Once the actions were not being taken through my departments (as instructed by me), the CEO went through other Program directors and staff to make this happen. It was my ethical duty to report this as the CFO. … Despite holding the position of CFO, I have been prevented from making decisions for my department, with my authority overridden in ways that have hindered both my effectiveness and the success of the agency.”

Hall’s resignation letter and complaint were obtained and published on Feb. 18 by local media outlet Mountain Top News.

In the letter, Hall added that Mountain Comprehensive Care’s “financial trajectory is unsustainable.”

“Over the last few years, on multiple occasions, I have shared my assessment of the company’s financial health with the CEO,” she wrote. “I recommended several cost-control measures, including halting new construction, avoiding property purchases, closing clinics that are not profitable, reducing automobile purchases, and cutting back on other unnecessary spending. Unfortunately, these recommendations were not implemented. Unless there are significant changes, it is my professional opinion that MCCC will not be able to continue operating long term.”

CEO Bishnoi and other representatives from Mountain Comprehensive Care didn’t immediately respond to an emailed request for comment on Thursday.
